I've tried a bunch of other things I've read from folks with the same issues lower all settings to minimum, remove steam overlay, I don't have any mods installed, high priority in task manager, allow it through virus checker, remove cloud saves, etc. I purchased Witcher 3 on steam too, since it's a more stable platform - same results.
